歐元區領袖峰會13日與希臘達成第三輪紓困初步協議，歐盟執委會提議重啟由28成員國共同出資成立的「歐洲金融穩定基金」（EFSM），分攤希臘巨額紓困金，英國可能得掏出約10億英鎊。此提議隨即遭英國財政大臣奧斯本政府斷然拒絕，他說：「歐元區須自己買單。」
在與希臘敲定協議後，歐洲領袖開始為籌措860億歐元紓困金傷腦筋。因金額龐大，除了常設紓困基金「歐洲穩定機制」（ESM），歐盟執委會主席容克也主張重啟2013年停止運作的臨時紓困基金EFSM，作為給希臘短期貸款的擔保。該基金尚有132億歐元規模。
消息甫曝光，英國第一個跳出來反對。英國媒體報導，奧斯本13日飛往布魯塞爾開會前，已和歐洲其他財長通過電話，強調英國不可能同意拿納稅人的錢，參與希臘第三輪紓困案。英媒估算，若重啟EFSM，英國約需貢獻10億英鎊（約台幣488億元）。
英國財政部官員表示，首相卡麥隆2010年與歐盟達成協議，同意EFSM在援助愛爾蘭與葡萄牙之後，不會再用來紓困歐元區國家。但歐盟執委會官員反駁說，那僅是政治性協議，不具法律效力。
對此，英國首相辦公室發言人表示，卡麥隆認為原本的協議依舊有效，EFSM不會再被啟用。卡麥隆承諾於2017年底前舉辦脫離歐盟公投，如今歐盟又要英國掏錢金援希臘，疑歐派勢力恐水漲船高。
英國雖是歐盟成員國，但未使用歐元，也非歐元集團19個成員國之一。
